Abstrak

Digital transformation has driven significant changes in higher education governance, particularly regarding the implementation of Education Management Information Systems (EMIS). Advances in information technology require higher education institutions to manage data, academic services, and decision-making processes more effectively, efficiently, and based on data. This study aims to analyze the implementation of EMIS in higher education and to develop a new conceptual model that identifies the strategic factors contributing to the successful implementation of information systems in these institutions. A qualitative approach utilizing a literature review method was employed. Data were gathered from national and international journals, academic books, and scholarly documents relevant to management information systems, digital transformation, data governance, and decision analytics. The findings indicate that the successful implementation of EMIS depends not only on the availability of technology but also on the integration of digital infrastructure, data governance, human resource readiness, decision support analytics, and digital quality assurance. This study proposes a new conceptual model—the Higher Education Management Information System Framework (HEMIS) comprising five key components: Infrastructure Integration, Data Governance, Human Resource Readiness, Decision Support Analytics, and Digital Quality Assurance. The model underscores that management information systems must be viewed as the foundation for the data-driven organizational transformation of higher education institutions.
