Membangun Sistem Informasi Manajemen Pendidikan Tinggi: Konsep, Tahapan, dan Tantangan Implementasi

Abstract
This paper examines the concepts and stages of building a Management Information System (MIS) in higher education institutions. The problems of data fragmentation, information delays, and low efficiency of academic services drive the urgency for digital-based information system integration. The study employs a descriptive qualitative approach through a systematic literature review of reputable scientific sources published within the last ten years. The findings indicate that building a Higher Education MIS requires five systematic and interconnected stages: needs analysis, system design, development, implementation, and evaluation and maintenance. An effective MIS integrates at minimum eight functional modules academic management (KRS/KHS), digital course scheduling, financial information systems, e-learning platforms, human resource management, research management, student affairs, and executive Business Intelligence dashboards within a single integrated platform. The main strategic benefits manifest across three organizational levels: operational efficiency through automation, enhanced managerial decision-making through real-time dashboards, and strengthened institutional competitiveness through data-driven strategic planning. Implementation challenges encompass limitations in human resources, technological infrastructure, cybersecurity threats, budget constraints, and resistance to change. Cloud-based SaaS adoption, structured change management programs, and cross-functional team involvement are recommended as key mitigation strategies. MIS constitutes an indispensable strategic solution for realizing good university governance aligned with Islamic values in the era of digital transformation
